New Instructions from IRCC for applications before 7th Sep 2021

The automatic acknowledgement I received had the updated instructions about the Sept 7th relaxation. So there is still some hope for it being valid.

Quick (strange) update:
My husband submitted his visa application inside CA on May 28, 2021 through GCKey account (he has a valid WP).
Then, we submitted another application (September 9th) based on September 7th news in GCKey again. And then we noticed that it should be through IRCC portal. So I immediately withdraw the 2nd application and submit a new one through IRCC portal on September 10th.
On Friday October 15th, they approved the application that we withdrew on September 9th!!! And of course they automatically withdrew the old application (May 28) and IRCC portal (September 10) with no REFUND. I don't really understand why they approved the one that we withdrew not the new one! but I found it strange!
Anyway I am still waiting for my visa too (applied on June 18, 2021 with valid WP).

I had submitted some document and in response today they mentioned that your file is transferred to canadian visa office Delhi and i need to contact them for any further details..

i used webform to submit COVID certificates , in response after 1 week i got below response:

yes site is down but there is no downtime notification..

From the US. With a US non immigrant visa. Used the IRCC portal
