PPR is a confirmation that they are ready to issue a visa to you .. Only thing left after PPR is formality of pasting visa to your passport.

Site is back up.. I dont think this iwlll have any effect on your PPR. but it was scheduled maintenance I guess. Iam still waiting for my PPR

I've had no update since biometrics. Did you get an email saying your application was updated?
