Traditionally, Buffalo has been much faster than many other consulates in east. But I have read some posts on this forum in which people, under new process, are getting fast response in consulates like Delhi. I haven't seen any post of such fast response(<6months) from Buffalo.

Yes this is an new trend. While applicants were victim of 38 occupation rule imposed by Immigration Minister Kenny with effective from Feb 28, 2008, thousands of applications were returned. But Applicants got benefited on other side because this law was also about Processing time for applications recieved after Feb 28, 2008. "Applications recieved after Feb 28, 2008, only those under 38 occupation, will be processed within a year in all consulates; China, India, Pakistan, Philipines, Dubai, London, Buffalo and rest all. Presently if you are 0213 and your application is at New delhi, Islamabad or Shanghai then you will get stamping in 1 year.
A year from submission to Buffalo or to Sydney?
I am assuming the one year promise applies to applications who received an AOR at Sydney, right?
Or is it only after submitting to Buffalo?

Not sure if i can agree with above mentioned. I have applied on Nov. 2008 under NOC 0213 (Buffalo). Got the AOR on March 2009. No activity and no medical request thus far. If you count from "application Received" date been approx 8 Months. If counted from AOR date 4 Months. So not sure if they count from AOR date or Application Received date. Anyhow, give you guys a prospective on buffalo application process time.
My office is London, which is kindda slow compared to India, pakistan, ETC as well. I think that when they say that they will process the visa within 1 year, I think they consider the date when the application is eligible for processing. Once your visa office has determined that your file is eligble for processing, after they have reviewed the file, then this 1 year rule applies I think.
Like My ecas status says that File was reviewed and started processing on june 12, i think that this 1 year applies to this date june 12. That they will complete the processing within 1 year now.
