Hi,
I am looking forward to initiate the process of file transfer from Buffalo, NY office to New Delhi, India office.

Info needed on:
1) Do I need to fill any form to initiate such request or Do I just send a formal letter requesting consulate to kindly transfer my file?

2) Is there a way to track that transfer or I will have to just wait to hear from New Delhi Consulate?

3) I have some documents to send them - Family Background Form, IELTS score, Marriage Certificate, Spouse's Educational Transcripts and PCC. But, PCC will not be available until Feb 2011 end. Should I wait for file transfer to complete before I submit above documents or should I first send to buffalo office and then request them file transfer after a month of submission?

I also found this on forum (says file transfer not possible)...is it true?:

dont do that stupidity. i did that and it was the biggest mistake i made. i am on the verge of missing my PR by a few weeks due to this.
let buffalo process its application and u file a new application to new delhi.
they wont transfer but will just waste your 5 months in playing mail mail.

U need to show them your legal resident status in US or Canada(non-visitor), at the time of filing, else u cant file from buffalo (except CEC).
 
My application is already filed and currently with Buffalo office. The status is "pending review". I got the new file number.
Is that what you meant by "filing"?
