You have present the fact. The parent ignore it. It's another example of bad immigration "agent".

Thank you. We've tried our best to search and check all the changes in study permit rules but haven't found anything regarding the legality of staying in Canada while waiting for a new study permit. That's why I wanted to check here if anyone might have read or knows about the 'rule' their agent is referring to.
