You can find the definition of CLB 7 in the CEC application guide at http://www.cic.gc.ca/english/information/applications/guides/5609ETOC.asp#5609E2 under the heading "Using your test results"

It contains this table:

NOCCLB Level Speaking Listening Reading Writing
0, A 86.57.56.56.5
0, A 76.06.06.06.0
0, A, B 65.55.55.05.5
B 55.05.04.05.0
B 44.04.53.54.0

However, if you are considering applying under FSW, there is a different system, a points system. You can see that at http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp#eg72 under the heading "Using your test results".

They also have a table where writing 6.5 would give you 4 points and your other scores 2 points each so you would end up with 10 points total out of possible 16. If you have enough points in other categories, that would not harm you if the points system remains the same. However, looking at the news release for the proposed new criteria for FSW, see http://www.cic.gc.ca/english/department/media/releases/2012/2012-08-17.asp it looks like they will give language skills even more weight than they already do.
