The embassy requested that i send them a police clearance and gave ,e till august 17th to submit them, but im waiting on my fbi clearance from the usa, i called the fbi but they said it will not be ready by then, i was wondering what i could do in this situatuion is there a way to waive the requirement because of my circumstances or would they refuse my visa because i didnt supply the police clearance, im in a bind any advice would be great.
 
i think you should intimate the Canadian High Commission about your situation in detail. Write them an email stating everything including what fbi told you...

ask fbi the exact date by which the reports could be ready? state that date or the time which could likely be required more for you to send your police clearance to the canadian high commission and ask them if they could allow you this much time for the submission?

Hopefully, they would allow you the time required...

Dear Buddy

Don't worry. the desired embassy give you the required time for submission of police clearance...

If you know your file number send police clearance with the help of cover letter. it will help VO to process your case very easliy.....
