What is ur status there, but it is always better to apply from home country...

If you are on study visa or post graduate work permit in UK. Then it is advisable not to apply from UK, as it doesn't reflect your good ties with UK. In case you are on indefinite stay, then you can always apply. Or if you are on a work permit and have job and your employers are granting you a study leave, just provide a letter from them stating that you will return to them after your studies in Canada. This sums up the ties with country.

You also have to make sure if you haven't over stayed in UK. This will effect your travel history.

Average processing time from London is 9 weeks.

It will be much harder in the UK specially as they know how hard UK is in terms of immigration and they might think that you are possibly looking to immigrate to Canada and are using student visa as back door.
