I applied for PR under CEC under NOC 0213. My file was received on August 29th 2013 and got my AOR number.
I have read in a few forums that if the Salary on your pay slip is more and if the tax paid is less, then there is a good possibility that the VO might scrutinize the application more.
My current situation is that i have allowances shown on my pay slip and these allowances are non taxable. Because of this my T4 might show lower amount.
Does it make sense to send a covering letter explaining the situation?
If yes, should i email it to CPP-O address or should i send the letter by post?

This is why the instructions state that your Letter of Employment needs to state your salary & benefits.
If your letter states your benefits, not a problem If the payslip is itemized, it will show a difference between wages/salary and allowances, and that will help. But this information should come from your employer.
