Private colleges are unfortunately private business. If you have proof that you withdrew and asked for your refund there may be an ombusperson for students in your province. I hope you have not been working after yo stopped attending school. You may have already had your student permit cancelled.

My refund was requested during the 75% threshold, even though i got less than a 25%

I am afraid why would they be refusing to offer you a 75% refund then.

Have you talked to the Registrar of your school?

They may be able to atleast offer you a 75% refund. Also, do you have any document/confirmation as to when you requested to withdraw from the course. If you do, then it will definitely help you get the appropriate amount.
