I am an international student here in Canada. I have recently been a victim of online scam and lost half my savings in that, approx $6000+. I was enrolled in a school but for some financial reasons i had to drop out.
Now the thing is i am not able to find entry in any institution for January, i will have to wait till (maybe) Fall intake being at home.
I am a French speaker and also a Degree holder from my home country.
I would like to know, would there be any chance for me to get a job offer and swap from Student Permit to Work Permit? Could someone please advise..
Sorry about your financial misfortunes. Was it an immigration scam? Unfortunately if you are not going to school for 90 days your study visa will automatically be cancelled. Have you not been studying for more than 90 days?
To get a job, you would have to find an employer to go through, the LMIA process. This costs money and takes time, so most employers do not bother going down this route. Depends on you status in Canada. If your study visa has been cancelled, you are out of status. If you are still in status and find an employer, change from Student to Visitor asap, then if you get an LMIA, you can apply for a work permit at the border. Most important thing is, you need to know your current status.

Edit: upon rereading your post you mentioned that you had lost 6000 CAD which was half your savings which means you would have atleast 6000 CAD left. While that's a lot of money you lost I'm not sure they would consider you destitute and you would not be eligible for this. Best is to either to change to visitor status to ensure your status is legal in Canada. Next.step is upto you.
You might want to look at getting yourself a destitute student open permit. You would have to explain why no one can sponsor your studies or help you. Not sure how much time they would grant you. Before this I would suggest.you can your college's international centre and see what help they can give you.

My student visa would be expiring in 2020, I dropped out from the institution in mid October 2018.
If i start an application in other Colleges and be on the wait, would i be on a safer side?

Well it also happened when i dropped out from the Institution, they mentioned i would be receiving 75% of my tuition fee back, but they gave me not even close to a 25%, when i approached them they said that it is correct. Basically i have now lost more money, I do hope that there is any association out there that could help me out, as for the college international centre (they could do nothing) .

I do understand that. But my program is, mostly all January intake are already closed. And i do not have enough to pay for the Tuition fee at this point, since i lost my finance.

First of all, extremely sorry for your losses.
Now, I would like to point out that tuition refunds depend upon how long you demand a refund from the beginning of the semester.
So, if you requested a refund, almost to the end of the semester then it would be either zero or 25% as you mentioned.
However, the figure could be as high as 75% of the amount, closer to the beginning of the semester.
