I'm looking for some advice for my friend. He has arrived here in Canada with the visitor visa, which has been extended till this April.
While living at his Uncle/Aunt's place he met some people and got offered a job as an auto mechanic [he has a diploma in the field from his home country]. The owner of the shop has written a job offer letter and would like to offer him a permanent position, but since he's here only as a visitor he's not able to work.
After doing some research on the government of Canada's website, I wasn't able to get a clear answer, even after calling the immigration (whose staff could use some training in the interpersonal communications).
My question is: Is my friend able to apply for Permanent Residency WHILE in Canada on Visitor Visa? I know that he can't apply for the work visa as he'd need to go back to his home country and apply from there. That is what I was told by the Immigration Canada. So, we figured that the only way he could stay in Canada, without having to leave and apply again, is to apply for the Permanent Residency. (There are few other ways, like getting married but that is not an option that he'd consider).
I would greatly appreciate any helpful feedback or suggestions.

First - your friend cannot work when on a visitors visa.
Second - applying for PR would normally mean waiting quite a few months before he could get a work permit.
He can also look into the provincial nominee program of the province where they live but he might still have to leave because most programs for immigration take at least several months for anything to happen and he would be sitting in Canada on a visit visa, unable to work.
