Couple of months ago, I would have told you OUTLAND FOR SURE. Right now tho, I don't know. There is a group on Facebook where I have seen seen december inland us citizen applicants getting ppr now in June. So the difference is not as big anymore. Before inland meant 2 years, now looks like some inlanders are getting ppr in 6 months.
Looks like that was not the only thing that changed in applicants favor. Now it takes less time to get a work permit (about 2-3 months).
Also the risk of CIC considering the application as abandoned is very low us citizens if they just travel to the states. I personally know a couple who applied inland and the PA traveled back and forth with no issues. Not saying this is the case of every US-Canadian couple out there, but from what I have seen, CIC is a bit easier on US-Canadian couples in this matter. It would be different if the PA was flying to China or Russia.
Now you can apply Outland and continue your lives the way they are right now and then permanently move when the application is done. It does takes 3-6 months confirmed. It's been like this for a while now.
Inland is a bit of gambling because we don't have much stats about how much faster these applications became after the changes in December. As July comes, I hope others December inland applicants get PPR.
