My SINP Application date is also 4th Jan 2016. Nomination date is 1st June 2016. First application receiving date is 24 June 2016 at Sydney, but they sent back that one. Due to some confusion I didn't attach IELTS result. When I got my packet back, by then the validity of the result had expired. That's why I am so late.

I have read on the cic website while doing my research that based upon your medical submission and police certificates, your file will be processed further not based on first come first serve basis.
Moreover the officer who is processing your file, if he/she is on leave, then also it may get delayed.
You better ask your hospital about this and get the latest receipts which will show you exact date when your actual reports were submitted to IRCC. I have mine too which shows me dates when my one got submitted.
Exactly next day after hospital sent my reports, I got medical passed in my cic account.

No. Its not mandatory. You need it if your medical is not yet shows received in CIC.
So, don't worry if your medicals are already received.
However, according to CIC, you have right to get your report from hospitals and I did the same and they sent me via email only no need to go and waste time.
