MYCIC Account locked-answering security questions incorrectly

I am in US and I locked my MYCIC account by answering all security questions incorrectly. I tried linking my existing application to this account and inspite of entering the information correctly, it could not find my application. Tried calling +1-613-944-4000 but its supposedly valid only for an application made inside canada. How do I contact the New york office by phone? Is there any other way to retrieve the account back? I get emails stating your application has been updatet but cant access them due to the locked account.
