I think you can put "Applied " (refer attached sheet) in that column and attach a extra sheet with form name and question no and in that explain that you have applied for the passport and will be getting it with 1/2 month /also include that you will be submitting this change when you submit your forms to visa office.
also immediately apply for your daughters passport , i think u can get it in 45 days in india, urgency option is also available in india where u pay more and get it in 15 days or so.
If you search in the forum, someone else did apply to Sydney without a passport for their child. If you find that person, perhaps you can ask them if they were successful or not.

@ Meena - Thanks for writing here, in my opinion perhaps they do not bother Children's passport number because they know it can be get it issued from the concerned authorities in relevant countries in a specifi time, moreover its applicant's duty to arrange that at later stage.
The main objective of CIO - NS is to review applicant's eligibility on given information, they perhaps do not verify our claims regaring work experience, education etc. so it shouldn't be a problem. I am also making my application with my daughter's passport.
Yes I thought the same and applied accordingly. Actually I applied for his passport but due to my last name change his case was in Objection. I was supposed to reapply for his from New Delhi.
