Yes I think you can still apply to the MPNP. I know a couple from the Phils who were working in the middle east when they applied to the MPNP. They are now landed immigrants in Winnipeg.
Under general stream, you cannot apply online, so in a normal case when you apply via normal it usually takes 6 to 8 months in any case, be it priority stream or not, and since general stream is not a priority stream, I would recommend you to wait. Try contacting MPNP if you dont hear from them by end of feb.. btw... your sponsors would be interviewed once their review your file, so please inform them to be ready for a phone interview from a case officer in MPNP.. again.. its a case by case thing.. not everyone had their sponsor interview.. but off late, most people are getting their sponsor interviewed .. especially people applying under general stream.. so keep ur eye open for that one.. cheers

I am looking to apply for MPNP under general stream in February next year. I want to know, what is the processing time of the whole process till the immigration from Pakistan. I heard that it takes 5-6 months to get LOA from Pakistan. But how much time do they take to issue the Visa or immigration. What is the processing time of the federal part after receiving the LOA from Pakistan. Can some one tell me.?

You should pay for your RPRF in full, meaning for all applicants. Otherwise, it will cause delays in the processing of your application for permanent resident visa.

I was applied under General Stream with two distance relative sponsors letter in mid of october 2011 but till to date I didnt hear anything yet. I didnt even receive AOR yet. There may be so many applications with them. I just keep looking forword to get approval.

Hi. My friend applied under family stream, by mail, last Sept 2011. AOR received after 2 months, November. If your papers do not lack any documents, you will probably get your AOR more or less 2 months after submission. Your Manitoba relative will be the first to receive the letter/AOR with file number. Your copy will follow much later. Otherwise, if there is anything lacking in your application, it will be returned to you without a file number. Your relative in Manitoba will likewise be notified by mail.
Just keep on praying. Your AOR might arrive sometime this month or early February =)
