I have read in website of MB's government, they stated that MB will nominate 5000 applicants each year.
According to situation of drawing recently, how can they fill up the quota of 5000 ?

According to the theory of probability the guy is very far from real picture. When the lowest score goes down the density of applicants increases.
It means that even to keep the same speed of score declining each draw the quantity of LAAs should be increased each time for 20-30% as a minimum.
So my prediction is:
- if they issue 150 LAAs - the lowest ranking declines to 574
- if they issue 200 - the ranking will be 570
- 250 ~ 567
- 300 ~ 564
- 350 ~ 561
- 400 ~ 557
I don't think.. You mentioned lowest score of 557 when 400 LAA will be issued. Then when will get the chance for those who have friend connection.
Secondly, if you see Express Entry Pool draws.. After 1st three draws. The 4th draw suddenly fall to 400 levels from 700 level... So I even think there is possibility of going down the score till 300 levels after it may bounce back to UP levels.. Rest GOD knows well and MPNP team. ;D

Oh, I really hope you are right, because my connection to Manitoba is a friend. Of course I'm not that optimistic as you are, but lets have faith in MPNP team.
