I have a good opportunity to move to Quebec, including a new job in about two months. I'm wondering if that move will compromise my PR application (still pre-MR stage).

CEC requirements indicate:

* plan to live outside the province of Quebec

What if I live in Quebec until I get my PR and then move out? Is that possible?

And what's the proof they ask for and when, basically do they actually verify this requirement?
 
It's a risk as you have to let CIC know your change of address, this could void your application --- unless you can prove you're moving back. A possible example could be: you are going on temporary assignment. (it's sounds like you're not).
You're pre-MR stage, when did you apply for PR?
Once you have PR there is nothing stopping you moving to Quebec - is it possible to wait?

Oct, 2012. Should progress one of these days...

This opportunity would be long gone by the time I get PR. I was just wondering if someone has been in this situation and moved out of Quebec prior to landing. Also whether it's one of those fake "powers" the feds give Quebec by putting the requirement up there or that they actually enforce it too.

It's very hard to prove as realistically it's not a temp position and you do want to move. The move its self could easily result in your refusal as you do plan to go to qubec.

What's more important: this opportunity or your residency?
