one of the requirements says that "plan to live outside of Quebec"
Does it mean that we need to be outside of Quebec province in order to apply under CEC or after getting PR, should live outside of Quebec?
It technically means you should plan to live outside Quebec. However, if you are living and working in Quebec, it's going to be almost impossible to prove and you should really be looking at immigrating through quebec own immigration program.
Can I apply under the Canadian Experience Class if I am currently living in Quebec and I plan to live elsewhere in Canada?
Yes. You can apply and count your work experience in Quebec. If you plan to live in Quebec, you must apply to the Ministère de l’Immigration et des Communautés culturelles du Québec. Quebec selects its own immigrants.

Correct. But you will actually need to prove that you intend to live outside Quebec. They won't accept you simply saying "I plan to live outside quebec in the future or when I land!"
It basically means you can live in Quebec, but you might have to prove you are trying to move out of it. Job applications to jobs outside the province, etc to prove so. It would definitely slow down your CEC application. I was living in Montreal, and moved to Toronto, just so I don't face this problem.
