Moving back to Canada before the application process is complete

I've been living in Japan the last 8 years and got married last March. We'd like to go back to Canada this Summer. If the application is submitted now, is it possible for my Japanese wife to come to Canada (July or August) before the application is completed? Can we receive the PR card in Canada after applying from here in Japan? Would she need to leave the country to get it? Would it be better to wait in Japan? I realize I may need to go back earlier than her for work but we'd like to go together if possible.

My understanding is that she would be allowed to come to Canada, just not able to work. Once she gets her PR, she'd have to leave the country and make the official 'landing' at a Canadian border. This trip could be as simple as a weekend trip down to the States, as far as I know.
