Portal 2 email dropped today.
Portal 1 - July 29 replied about an hour later
Portal 2 - Aug 15. responded on the portal and submitted about 4 hour later ( was having issue with passport photo meeting requirement).

I resent Portal 1 email yesterday and got portal 2 today around 2pm Atlantic Time. (Not sure if it was the resent email that worked or my turn on the queue).
