Currently, I hold a closed work permit in Montreal province, and it's been a year since I started to work. I am trying to know if closed work permit holders from Montreal province are eligible for the Canadian Experience Class application?

yes, the experience acquired while at Quebec counts forward.
you will need to convince the office in your application that you will not settle in Quebec if you want to use EE CEC stream. That will be a bit tricky as you have a close work permit on Montreal.
Other option is to go through the QSW stream. Which means apply for a CSQ first and then you apply for PR to the federal level. That way you can stay Quebec
