Montreal as first POE and settling down in Montreal for a person got PR by EE

Hello guys,

If I am selected for PR through federal Express Entry program, then can I land in Montreal for the first time and settle over there? I am having an admission from Quebec based university for this fall term. Recently, I received ITA through express entry so, if I get the PR through express entry, can I land in Montreal and study over there?


Please provide suggestions. Thanks in advance!

Remember that one of the requirements for CEC/FSW is the intent to reside outside the province of Quebec.

People do land in Montreal but only because they are heading to another province.
