I know someone who is inland applicant and waiting for CSQ from more then a year, he applied on 26th Jan 2017 and still waiting ..
As per my knowledge MIDI does not issue any CSQ in year 2017, I might be wrong but I have never heard of anyone getting CSQ in 2k17.

The question is are those people 2017 applicants ? if yes, is the application was without validated job offer or with validated job offer ? PEQ/Regular CSQ program, so basically lots of factors to take into consideration, I havent heard any regular applicant without validated job offer geting CSQ in 2017, again I am only talking about 2017 applicants.
Since there are a lot of knowledge people here, I would like to hear some thoughts
I got my PGWP by doing studies in Ontario and then moved to Montreal. I called MIDI and they told as long as I have a fulltime job in Quebec (any job) I could apply for Mon Project. I called them 6 times during different weeks and answers were all the same, with the exception of one. Now this are my conditions for applying:
Arrival to Ontario Oct 2014
Arrival to Montreal: Aug-2016
Full time job NOC C: Nov-2016
Previous work experience NOC C part-time Ontario Nov 2015-Aug2016
Applied for CSQ on April 2017
Diploma: My home countries Mechanical Eng. Bachelor.
Diploma: College diploma in Ontario
No French
Now working at an ambiguous job NOC C or B somewhere else since Nov 2017.
Documents requested Jan 2018
Documents sent Feb 2018
And please, don't ask me why I changed provinces, I know I know. personal reasons.
Any thoughts or comments?. I am really scared that switching jobs or my home country diploma will damage the process
