i just realized that I put the wrong sin number on the application form. I submitted the package last week but havent received the AOR yet. Should I resubmit a new form now? Do I need to pay the fee again? Thanks!

use the webform after AOR and inform IRCC. They should be able to correct it hopefully.
 
If I choose to wait for the AOR, how could I inform IRCC. Should I just call their number?
Contacting them right now without a file number won't help. Wait for AOR to get your file number, and then either use the webform or call IRCC.

Do you mean you entered your pre-PR SIN (beginning with a 9) or you entered a completely wrong number?
The CRA know all your SINs (no pun intended) so a pre-PR number shouldn't be an issue.

I entered a wrong sin not the previous sin.
