Minimum IELTS band score for each of the four skills (reading, speaking, writing and listening)

My overall band score for IELTS is 6.5, however my reading is 5.5. Am I eligible for Canadian skilled worker
express entry? what is the minimum for each of the four communication skills?

There is not a minimum requirement but remember they only choose the best candidates in the pool, therefore you need to have a better score if you want to get an ITA.

I believe there are minimum requirements. Anyway, it is better to have a fluent English skill, otherwise, new immigrations wouldn't be able to get a job

Min CLB 5 = IELTS 6 in each speaking, reading, listening and writing
