I went to mexico a month ago with my refugee travel document.
yes you will need a tourist visa from mexico consulate if you dont have your pr card yet.
I didnt have my pr card that time so I applied. Their office in downtown toronto. You should e mail them first they will guide you about what you need to do.
and dont worry they mostly give the visa to rtd

You ask by email an appointment date, but before they request you to submit the documents.
the day you go in person you need to take statements,, picture, (she asked to see my flight ticket, but i just had airbnb) and 81$ CAD in cash. When you get there you just handle those to the receptionist, she checks them and ask you to return at 1pm to get back the RTD.
The visa is multi entry and valid for 3 months.
