from all indications, those waiting for PPR from London CHC after medicals will be in the region of 1000,lol. The Dec/January email was the initial response and now Dec is here.
The visa allocation probably applies for a calendar year, so they will be able to actually hand out visas in January. However the process of sending in your passport and getting it back takes at the very minimum 2 weeks. So there is a point in December at which they can confidently send out PPRs in the full knowledge that they won't actually be handing the passport back with a visa until the new year (when the new visa quota kicks in).
The fastest way of getting your visa is to drop off your passport in person at the London office on a Thursday to pick it up exactly 2 weeks later. So with this in mind I predict they'll start sending out PPRs from Friday December the 10th, assuming that Thursday the 30th is not a working day at CIC London.
I quite agree with that, i saw one of my friend getting reply which states late dec or early jan for PPR, so probably after 15th Dec, they'll start issuing PPRs. See how it goes.

This visa annual quota theory appears to be flawed. I've come across some posts with PPR being received in October and one as late as November. i sent an email for update on my case n i got exactly same reply of december2010/january2011 one.dont know wats going on n wen to get PPR.all the best to all
The quota issue is definitely there although CHC won't officially admit it due to legal reasons. That case that jadwig is referring to is one of its kind. They are still issuing family and other category visas but not too many FSW1 visas. One out of 100s isn't a big deal.
