Just wondering, if one receives a medical request – does this mean that they are guaranteed to get P.R. Status?

Obviously this is if you are healthy and pass your medical, can pay the fee`s etc..

Just want to know if the next step after receiving an AOR is a refusal or Medical Request which leads to PR...

Usually - but you can never be sure. It depends if they have finished dealing with crimincal/security checks etc.. But it's a good sign.

Was there a reason given why it was rejected 4 mths after the medical was done that had nothing to do with the medical results, security/background checks, payment of fee`s etc..???

long story short.

i had applied in early 2011 when emp reference letter was not mandatory in the document chklist ...gave the explanation letter ,t4 ,notice of assesement etc ..
in july 2011 the checklist changed making this letter mandatory .got medicals in sep ...then in jan got status updated as in process and finally got email saying " no employer reference present so rejecting the application "

What??? That is ridiculous, did u call CIC and explain your case saying it wasn't mandatory when you applied.
This is so highly unacceptable. Make sure ur on their back, don't let go, and ask them to re-open.

Most cases yes but cannot be sure

The letter was ALWAYS mandatory. The document checklist (then and now) gave instructions that if you cannot provide a required document, then you should provide a written explanation. Some applicants made the mistake of interpreting that as saying the Letter of Employment was not required.
