my father and mother did the medical examination in China.

but the doctor said they need to mail the section A out and he will mail out the rest of the reports. does this sounds right? if this is the case, where should they mail the section A to?

the letter I got from CIC said doctor will mail everything out. there is no need from my mother and father's end. this is the quote from the letter

"Your medical examiner will send your X-ray and results to the medical review office responsible for
their territory.
PLEASE NOTE: If your medical results are sent to Ottawa instead of the responsible medical office, the
file will be forwarded to the responsible medical office, causing further delays."

They can mail it to the processing office if they want to prove that the medical has been done.

Your doctor should have sent something to the embassy, but your parents would have to as well.

I'm doing my application in Brazil and I'm not sure if it is the same for your country, but here it goes:

The secretary of my doctor is so awesome! She had the patience to explain everything to me.
Here is the deal:
You'll go to your doctor and do all the exams. Once it's done, the doctor will keep the original of "Section A" and the X-rays, and send them out to Ottawa. The doctors at Ottawa will take a look at the exams and send them to wherever you are doing your process (in my case, Sao Paulo, Brazil).
Your doctor will give you a copy of the "Section A" for you to send along with all the other forms. Because it is your proof to them that you did the medical examination.
So where it says "Visa Office" in Appendix C (again, that is the form they give to Brazil), you gotta correctly fill out with where your application is going to, where it is going to be processed.
