The cool part about "All completed" stage is that you were cleared of possibilities of a PFL or ADRs. Hopefully, your email will arrive soon!

You can get an ADR at max. For example, in a case we got a remedical request after all stages completed. But that's super rare. PR tracker is relatively new (~7 months old now), but we've seen no case with PFL after all stages completed.

Check your spam folder though. Whitelist "cic.gc.ca" over your email too.

Eligibility for dependent will always stay in progress. It will never change to completed.

Portal is what inland applicants get.

Thanks. The eligibility says "Not started". How about the background check for dependents. That's completed for the primary applicant, but in progress for the dependants.

Background check will update for dependents and turn to completed. Seems like your application is almost approved too. Maybe in a week or two, everyone should have background check completed (as they are already working on it and your primary was never sent for comprehensive security check).

Worth keeping an eye out for: "decision made" in GCKey, COPR numbers in PR tracker - you see either of those and you are officially in a state where you can expect your RFV/PPR/Portal

This is very odd. All they've to do is upload your data through eMedical. Did you upload your information sheet (provided by the hospital) with your PR application(I think you most likely did, else why would you get BIL)?

Regardless, if you got BIL, you are most likely MEP. If I were in your place, I'll call IRCC and confirm this. If they say there's an issue with your GCKey and eMedical - you'll get next steps to fix it - if they confirm everything is okay, you got nothing to worry about. It could also be that your panel physician didn't upload/forgot to upload your medicals (again, super rare and probably impossible given that you are R10 pass with BIL in place, BGS and Eligibility in progress or done).

To be very clear, what does your GCKey and PR tracker show? Can you post that below.
