If a new application is missing supporting documentation (associated fees are required), the applicant should include an explanation with their applicationthat they are affected by the service disruptions as a result of the novel coronavirus.
I have underlined the important point - if something is missing, it must include that explanation. That's also clearly stated:
Applications found to be incomplete with no explanation provided, or for reasons unrelated to the disruption of services associated with impacts of the novel coronavirus, may be rejected

Not at all. If a file is being sent to a LVO you won't get DM before that, it is being sent there for further investigation from the LVO. If DM comes from CPC-M or O the only thing you will hear from the LVO is for the PPR.
