Shouldn’t cic issue AoR based on date receive applications?? Why they are so disorganized. I will reach out to cic tomorrow and request for urgent processing.

Even if your application is considered urgent, you may get an AOR faster but you will still need a test to move on and tests are not happening. Bottom line as long as tests are not resumed urgent processings aren't going to make any difference.

For my wife citizenship application, for language proof, can I use her diploma from Singapore as she does not have IELTS? And also need to mention Singapore is English speaking country and all the courses are completed in English. Any idea? Thanks.

You may use that option. However, its worth sending a letter from the institute confirming medium of instruction in English which will strengthen your case further.

One of my friends applied for his citizenship on Feb 2020, he just received acknowledgment from CIC (it's almost 6 months) , is that means we should expect to hear from CIC by Nov 2020?????!! Its too much!?!
