I attempted to write my test today and also received a similar error message. My invitation was granted on April 28th as well.
I want to surmise that there's an internal error OR that invitations-to-test date eligibilities haven't yet caught up. Either way, I lodged an email to the address provided in the official Invitation letter, so hoping they work quickly.

1. Yes, you must be in Canada to do the interview and write your test. VPN usage is not allowed/the proctors may be able to verify your geographical location by IP address, If you're not here, reach out to IRCC via the e-mail address in your invitation letter as soon as possible to reschedule.
2. Maybe but most likely yes; presence in Canada for your oath ceremony is normally expected (even if it's virtual). I imagine that the operating procedures are similar to in-person oath ceremonies. Basically, if you'd be in Canada for your oath normally, you should ideally be here for even one over video-conferencing means.
What to expect after you've completed/passed the test. I finished mine today (9th May).
I have no idea about the steps remaining and how long we'd have to wait.
