You can apply when it has 4 months or less validity on it. I would apply at the 4 month mark.
So you can apply today.

Got my GCMS report today. No delay in issuing gcms report to me but also no movements in my file since Aug as well even though my bio was displayed as completed back on Oct 16. I found that in my case, bio (exempted) completion does not indicate or imply anything meaningful at all but a part of a “subactivity”. So for any of you whose exempted bio has not been updated, it is not a big deal. Stay calm while waiting

Mine was a bit different. My bio was exempted on Oct 13 and my GCMS showed criminality passed on that day also, bio refund received Nov 16 however security is still showing 'not started'

Great to know that. I don't know if my travel history affects criminality although I know I am completely clean. My RCMP cert which was uploaded in July has not been reviewed too, which I think is an indication of my criminality pending. Anyway, even eligibility (RR) remains unchanged. I think I have to re-organize my life a bit for 2021 as I initially planned my life based on the assumption that I can get PR by end 2020 lol.

I called ircc today and got to know that my criminality is passed but my spouse’s is in progress. We both gave our biometrics on october30. I don’t know if its normal or not? To have one as passed and one not. Due to which our criminality is still in progress.
The lady said that info sharing was initiated on october30. And still under assessment, which again concerns me. Info sharing is with US for my spouse only.
Moreover, Our eligibility was passed on September 8 and security not yet started.
AOR may 25. Biometrics October 30.
@legalfalcon please advise me on this and I really appreciate all your help.

Who can apply for a BOWP
To be eligible, you must:

• live in Canada (Quebec not included)
• have a valid work permit that expires in 4 months or less
• be the principal applicant on your permanent residence application
• have submitted a complete application for permanent residence and passed the completeness check
• have your acknowledgement of receipt letter
  • we send this letter to your account after we get your permanent residence application

In some cases the stages will take time based on the info, Andy system glitches and most important if anyone has worked on the application. Since you and your spouse's have different travel history, the info sharing may take longer for one, than the other.

Was your eligibility conclusively passed, or just passed by a program assistant or analyst?

To see how your notes should look like after they are conclusively passed, see #2,521 Security will only start after eligibility is conclusively passed.

BGC comprises of criminality and security. In most cases it will take 3-5 weeks after it starts for security, unless your application is in enhanced SS..

So, today i call again and now another agent told me its in progress, approval is not finalize until the officer send you in written “but everything looks so good” have an eye on your mailbox.

Your MyCIC account will continue to show in progress until the COPR is generated even if the GCMS notes show that your application is approved.

You will just have to wait it out.
