Ircc should skip this step for now due to corona and for safety of service canada members. They should provide COPR without biometrics as before 2020 there was no compulsion that you have to give your biometrics to process your EE application.

Buddy fingerprints is necessary to keep a track of the person they are offering you a legal status to be in Canada..just imagine can you trust a stranger and leave a baby with him/her alone...its the same...though they get PCC from back home and RCMP from canada all of that will be about your past to have a track of your identity anywhere you travel in.immigration they take your fingerprints (for instance in US at airport) and it will pull ur whole record upto date...so they cant avoid it and approve PR and doing it later...Good thing atleast they are passing the BIL to the end and working on other steps for some applicants...

I applied EE in 2019. There was no compulsion that you have to give biometrics for EE. It has started from jan, 2020

Same with me your action is required but last week they requested my RCMP certificate and i uploaded on same day. On monday i got message we received your document.
Every day there is increase of 1% but yesterday i haven’t seen 1% increament in progress bar.
