how do you know which office your file is sent to after it moves to "in Progress"?

You wouldn’t know unless you call the contact center. Usually your file is sent to the closet processing center based on address you mentioned in your application

I called the contact center and the agent said that because it’s election year (October election), there is a huge pile of backlog of older applications that they are pressured to clear..so obviously newest app are not the main concern here.

in my case he said that he cannot imagine test being sent out prior to dec (he said from dec to march).. so anyone from may app , unfortunately sounds like we applied wrong timing (unless you are maybe one of the lucky one, who will still get the application processed fast!)

i think that could go either way, it depends on the office processing your app and how many do they have (pile).
once its in processing, its beeing process by your "city"
