if you look at the document checklist, it says you will need to provide a copy of PCC if you stayed 183+ consecutive days in another country 4 years before you applied for citizenship.
If you haven't seen the document checklist, it's here

I think the source of confusion is that the
instructions guide has a note that seems to contradict this, at least in some cases: "
Note: If you were in your country of origin immediately prior to becoming a permanent resident and landing in Canada and this time falls within this four year period, you are NOT required to provide a police certificate. Please indicate this in the explanation box."
This would be my case, I lived in my country of origin immediately before landing
and I already provided PCC at the time, so it looks like I wouldn't need to do it again. That said, as I'm paranoid, I'm including an up to date PCC to my application (that I'll be mailing tomorrow)

The way I see it is they are more interested in the time you spent outside of Canada since you became a permanent resident. The legislation changed and prior to this your temporary status in Canada was not considered towards your eligibility for citizenship; as such, this caveat or clause would not have been needed then. Now, more than ever I believe it is necessary. It's great that you included it in your application, but I feel that you have nothing to worry about now!
