That seems weird. I guess I am still naive, but what is the significance of the visa office?
If you´re in IP2 this probably means that only security is left and criminality is done - it´s quick anyway, just PCC checking. Eligibility MET means that officer review is still pending, but the case analyst´s assessment was positive and you shouldn´t have any issues. You´ll probably have RPRF request after eligibility is PASSED.
Keep in mind that this is a very superficial analysis based on countless comments from other posts and some GCMS notes I read through this entire time. If you want to know for sure your progress, order GCMS notes.

Should I be worried that eligibility check is not yet completed for me? I was really hoping for PPR this week.

I just spoke to the call center guy and he told me that my eligibility is Met and my BGC has not started yet.
What does that mean and am I in IP2 stage?
Also I haven't paid RPRF fees yet, at what stage I need to pay the same?

Just a query people, me and my husband has applied through express entry, at the time of showing fund we have submitted the bank statement for both us, which has sufficient amt of money if we see both the the accounts, hope it is not necessarily to show joint account. we are stuck at ip2 stage since june 29th.

That's not a problem, as said previously. You can count funds from spouse's funds, as long as you prove access to them (by spouse signing an affidavit allowing so).
However, your funds might have been set for review by an officer. My funds are in the same situation (they're in my wife's account), and I've juse retrieved my GCMS notes yesterday. My file was set to review by the officer because of that. Since there are no remarks at the notes I believe the reason is that that's standard when the POF isn't shown as a clean cut. Waiting review since June 1st (AOR May 11). Nothing to do but wait for now. Good luck!
