Maybe but if you have a look at this link, it clearly says there are only two processing centers in GTA . One of which is for PR applicants.

I don't think this is the proper link for the offices. there are much more processing offices that what is shown on your link. see this link which shows all the offices. there are 2 Toronto offices and a Mississauga office. your link doesn't even show Windsor, Hamilton, Kitchener ...etc. see link below for offices.

I think that they do citizenship applications processing as well, including tests and oath ceremonies.

You are 'not' unlucky my friend. This is a very unpredictable process. You will get things moving soon... Just take it easy and relax. Sometimes it just takes a little more time, u will get it...
