If you send it earlier they will start action early rather than waiting for 120 days so the quickly you send the documents the quickly you get response.
Yeah India PCC is juat a matter of a day but we need the AOR before they will issue it - very straight forward though - US state ones are easier - I have all of those - now praying that the FBI clearance gets in on time. :|
If you are sending the transcripts then no need to address to CHC, in only case you will address it to CHC when university is sending the transcripts direct to visa office.
By looking at your credit card transaction if you have given your credit card details for the payment but if you have sent a demand draft then your bank can only tell you if its been encashed or not.
The transcripts needed not to addressed to anybody since you will be submitting ita long with your full documents - however it does need to be sealed in a university envelope and stamped.
