Yeah, i was looking at January, February and March and i saw 20 something days to be the one that were late late. I submitted on 8th so 16 days already that's what i said that if it didn't come by the end of this week (20days) most likely it's coming back for me because there were a lot of pre PR days, or maybe they are confirming those days.
God knows better I'm gonna call them next Monday if it didn't come by then
There could be different things and factors involved. There are cases when nobody can tell the real reason why AOR is not coming. For example, my wife waited 3 months to get the AOR last year and there was no reason mentioned to her why she had to wait for the AOR that much time.
People recommend calling the IRCC after you notice that all your same month submission peers got the AOR AND IRCC site (https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-status.html) shows they started processing applications submitted after your date: Wait until you receive your AOR

So, it seems you didn't get a separate email to create an account on tracker. So, didn't I.
Btw, do you get a 'garbage' email from IRCC the day before the next email relevant to the citizenship application? Every time I get something about Express Entry or similar irrelevant before the application status update.
