I have a couple of questions regarding my application. My wife and I applied as a group on March 26 and received our AOR on April 23. On the same day, we received a request to upload a police clearance certificate (PCC) for our time in Qatar.
I responded right away, noting that I had already uploaded the PCC as part of our application and reattached the document. I also asked why this was being requested again and whether there was an issue with the original file.
My assumption is that they might be requesting a more recent PCC, although the one I submitted was issued in 2022—right before I permanently left Qatar—and it fully covers my time there. All PCC issued from Qatar have a note that the document is valid for 6 months from date of issuance.
My questions are:
Does this request place our entire application on hold, or will IRCC continue processing while this is being reviewed?
Do you think they will insist on a new PCC? If so, can I explain that obtaining one now would be highly complex and could take up to six months through the consulate (I’ve already confirmed this with them)?

As far as I'm aware, the approach generally is that the PCC should be more recent; yours is know ~three years old. And add to this the one you submitted shows in the note that it is no longer valid.
That said, I do not know for sure; however my suggestion would be to if you can, start the process to obtain one.
1. It probably will take some time for them to review your response. Whether that amounts to it being 'on hold', I do not know - it could continue processing some aspects in parallel.
2. Again, do not know. Sure, you could respond with explanation. It's possible the response to that would only be to give you more time to get the PCC.
