Yes, the UCI will always be the same. That is the number used to identify you. Your PR applications UCI will update to your Work Permit one as soon as completeness check is done.

It usually happens as soon as completeness check is done. I believe it takes 2-3 weeks, but it could take longer or maybe even be shorter.

I have read that many times people don't get any updates and straight away get PPR mails. So for those who are worrying, don't be.
As long as you have AOR be assured your applications are being worked upon. I always say be positive

It'll all depends on the VO working on your application and their time zone. Anything from CIO / Call Center will usually be EST
