if I already have master’s degree in canada from Canadian university ?

Hello, the answer is in what you quoted. if your degree is canadian, you are not required to complete an ECA. (since what's required for immigration is your highest degree, and it's canadian, you should be fine)

I only know my VO through PPR. They don't have secondary listed in it. I only had CPC-Ottawa in my PPR letter.
