Don't think this will trigger any movement. Had you moved to Ottawa or Montreal it would have.

There are multiple processing office like Scarborough, Mississauga in this part. So it could but I am not sure if they will.

IMO they would not bother transferring files for your change of address to such close proximity.
I moved from Mississauga to Milton and don't think my application has moved from the Scarborough office.

For online applicants, you can infer decision made when Language, Physical Presence, and Prohibitions (LPP) are marked as complete. This is equivalent to the ECAS "Decision made" status
