No, I have been informed by VFS that my application is in process by ircc Islamabad.

I have heard that applications from Pakistan are processed in Abu dhabi but I think it's not true for every applicant from Pakistan.Good luck to you also.

All pakistan application decisions are made in Abu Dhabi once approved stamping will be done in pakistan

I withdrew my application for TRV as it was taking too long and i have to travel this week urgently and received message Withdrawal letter on CIC this friday April 12 . How long will it take to get my passport back ? My application was being processed at the IRCC in Mexico City.

Yes you are right.
I presumed that my application will be treated swiftly as I already have residence permit but visa is mostly luck d
