I found out last week that my VO is Vancouver, BC. I dont know if that means it will be transferred to ottawa soon or whats going on.

LVO means Local Visa Office. You already know your VO, application must have been sent from CPC Sydney, Nova Scotia. Your application will be finalized from Vancouver, BC most likely.

So the IRCC agent told me that my file is at Ottawa. Does that mean my file is in IP2? My profile still says we will tell you when we begin your background check.

Where are you from exactly? Applications will only be sent to LVO in the country where you reside or close country where LVO is. For example, I live in Nepal, if my application is sent to LVO it will most likely be the New Delhi Visa Office (NDVO) as we do not have LVO for Canadian immigration in my country.

When did you submit your application? IRCC at the moment are busy clearing applications of December/January. I see on immitracker as well as in the forum, CEC and FSW applicants from the US are getting priority. PNP applications, to some extent are also enjoying low processing time. FSW-O on the other hand, apart from the US are taking 2.5 months on average for PPR. My information is completely based on my assumptions in the forum and immitracker, no concrete source As for your application, it is still in IP1 like majority of March AORs'.
