Mailing passport applications

I will be sending the passport application by mail for 4 members of the family.
Can I send all forms and documents in one envelope or do I need to mail 4 different applications?

I sent mine from the UK however I sent both in the same envelope, what I did was paperclip everything together bar the photos as I didn't want them to get damaged but I'd post them all in one envelope

One envelope is fine. Save up on postage and resources!
